Statement of Purpose: This scientific advisory panel was convened by the Pacific Ocean Conservation Network (POCN), a consortium of the Center for Marine Conservation (CMC), the Natural Resources Defense Council (NRDC), the Environmental Defense Fund (EDF), and the National Audubon Society (NAS). The panel was sponsored by a grant to the Center for Marine Conservation from the David and Lucile Packard Foundation and was convened to analyze the potential of marine reserves to improve fisheries and marine conservation with emphasis on the Pacific Coast of the United States. We are grateful to the center for obtaining funding for this project, and to Warner Chabot, Jack Sobel, and Rachel Saunders (CMC), Karen Garrison (NRDC), and Rod Fujita (EDF) for recognizing the importance of creating dialogue on marine reserves and for providing the panel with the freedom to independently develop and direct its work.
